The trends were unmistakeable. The least corrupt countries were prosperous western democracies. The most corrupt were miserably poor third world nations ( btw, about half of the top (bottom?) 15 were of the Islamic Republic variety). Leaving aside the sound logic of "welfare never works", it becomes a moot point because the money will never get to the people it is intended to help but will be heisted at the pier by the thugs running that country like so many bags of wheat that experience similar fates.
