Harrison was pointing out that Obama's policies are emboldening, empowering, and encouraging them, which all seem to be counterproductive alternatives to whatever Cherlock means by "stopping" them. Perhaps a more productive alternative would be to craft a foreign policy that secures American interests instead of Russian interests only. I don't know why Russia even has a State department, since our State Department has been so prolific in advancing their interests. They ought to just outsource this part of their govt. to Hillary.
